Metadata Standard and Guidelines

Standard 

History 

The VT GIS Metadata Standard and Guidelines are rooted in standards adopted by the Vermont Geographic Information System (VGIS) and the U.S. government over many years—alongside evolution of GIS technology.

  • November 8, 2023 – version 5.0 – Improved alignment of the standard with the current environment. Improved clarity of specification levels (Level 1 - ISO Core and Level 2 - Full). Improved useability. Approved by VT Enterprise GIS Consortium (EGC) representatives via a voice vote at 11/8/2023 meeting.
     
  • October 12, 2016 – version 4a – Transformed and modernized the standard into a standard and set of guidelines that are on accord with the current environment. This version takes the open data realm and the trend toward the ISO metadata format into account. Approved by VT Enterprise GIS Consortium (EGC) representatives via a voice vote at 10/12/2016 meeting.
     
  • August, 2006 – version 3a – Dropped the VGIS Metadata Standard. The FGDC Metadata standard is now the only endorsed/supported standard in Vermont. Consolidated the standard into a single document.
     
  • February, 1998 – version 2a - Updated to reflect new FGDC metadata standards. Formerly Data Layer Documentation, has now been split into two sub-sections: D-1 FGDC Metadata Standard, and D-2 VGIS Metadata Standard.
     
  • January, 1992 – version 1c - Revision to reflect a significant expansion provides more detail and explanation on documenting coverage.
     
  • January, 1991 – version 1b - Section A: Digitizing Data divided into Section A: Digital Data Conversion and Section D: Data Layer Documentation. The latter document replaced and significantly expanded the earlier standard's sections on documentation. The remaining sections were consolidated and renamed Digital Data Conversion.
     
  • November 15, 1989 – version 1a - Section A: Digitizing Data adopted by Policy Advisory Board

Statutory Authority and Standard Review

The Vermont Center for Geographic Information (VCGI) has the statutory authority to craft and adopt VT GIS standards and guidelines. VCGI works with the VT GIS community to carefully craft these standards and guidelines, helping to ensure that Vermont GIS (VGIS) data “is compatible with, useful to” others in the VT GIS community.

The State’s Enterprise GIS Consortium (EGC) is established as the organization responsible for reviewing and approving Vermont GIS standards crafted by VCGI (in collaboration with the Vermont GIS Community).

Purpose

Many organizations are invested in development and maintenance of geospatial datasets. These geospatial datasets compose a geospatial data infrastructure which supports a number of functions, which include business intelligence, decision support, and operations. Metadata adds value to these datasets by documenting dataset-specific information, some of which is particularly important. Metadata can answer many questions that consumers of geospatial data might have, such as:

  • Where does the data originate?
     
  • Who should I contact with questions about the data? Does the data have a point of contact?
     
  • Are there any disclaimers or caveats with this data?
     
  • Should I note any data credits in work that I produce by using this data?
     
  • How current is this data?
     
  • What is the format of this data?
     
  • What is the spatial accuracy of this data? What is the appropriate scale range for using this data?
     
  • How is this data produced? What sources are used to produce this data?
     
  • How do I obtain this data?
     
  • What are the field definitions of this data? How might I query this data in order to conduct my task?

Guiding Principles

The VT GIS Metadata Standard and Guidelines are guided by three principles:

  • Provision: Geospatial datasets are accompanied by metadata that provides need-to-know information.
     
  • Internal Flexibility: Data stewards can choose to manage their internal metadata was they wish.
     
  • Consistency: Metadata conforms to a consistent functional framework when datasets are shared in a heterogeneous environment or produced through contracts.

Specifications

There are two standard levels

Level 1 - ISO Core requires metadata in the North American Profile of ISO 19115:2003 standard (ISO 19115 NAP) with certain core fields completed.
Level 2 - Full requires metadata in either the ISO 19115 NAP standard or the FGDC CSDGM standard.
 
Required and conditionally-required fields must be complete to meet each level as specified. Level 2 - Full metadata is required for all key Vermont Spatial Data Infrastructure (VSDI) GIS data layers, which are foundational and upon which many other data and products depend. Level 1 - ISO Core is recommended for all data in which fulfilling Level 2 - Full is not possible.
 
The ISO 19139 Geographic Information - Metadata - XML Schema Implementation standard (hereinafter ISO 19139 XML) is the ISO standard that specifies an XML schema for storing certain ISO-standard metadata–including ISO 19115 NAP. ISO 19139 XML can be regarded as a container and carrier for ISO 19115 NAP metadata.

Level 1 - ISO Core

Table 1 lists ISO 19115 NAP fields (via ISO 19139 XML paths) for which information is required at Level 1 - ISO Core, requirements and guidance for information supplied to those fields, and FGDC CSDGM counterparts (via XML paths).

Level 2 - Full

Level 2 - Full metadata can be formatted in one of two ways, either is sufficient to meet the Level 2 - Full standard.

ISO 19115 is a proprietary international standard that is most accessible via the Federal Geographic Data Committee's (FGDC) page devoted to a version of it. See the .pdf documents linked from the FGDC for the full content and explanation of the ISO 19115 North American Profile (NAP) standard and its implementation.

FGDC CSDGM is a U.S. federal government-unique standard that remains in use. Although still a viable option to meet the Vermont Level 2 - Full metadata standard discussed here, the FGDC has endorsed ISO Geospatial Metadata Standards (such as ISO 191115 NAP) that are now encouraged for use. Again, Level 2 - Full metadata is required for all key Vermont Spatial Data Infrastructure (VSDI) GIS data layers, which are foundational and upon which many other data and products depend.

Guidelines 

Effecting the Standard in an ArcGIS Environment 

ArcGIS stores metadata in the ArcGIS metadata format. The ArcGIS metadata format is a container of other formats (e.g., ISO 19115 NAP, FGDC CSDGM, etc.). ArcGIS-format metadata contains elements that are translate-able to any ArcGIS-supported metadata format PLUS some elements (e.g., geoprocessing history) that are only in the ArcGIS metadata format.

A metadata style is an ArcGIS setting that determines how metadata is presented and edited (what fields are in the metadata editor)–per a metadata-format-based style. When a format-based style (e.g., ISO 19115 NAP) is applied, ArcGIS metadata is presented according to the elemental structure of that style (ArcGIS metadata content is translated into the style).

In ArcGIS Online, the metadata style is established by enabling metadata for the organization and selecting a metadata style for the organization (administrator settings).

In ArcGIS Pro, the metadata style is set at the software settings level.

If you are tasked with editing or viewing metadata in an ArcGIS environment, reading one or both of these documents is helpful:

Translatability Can Meet a Standard Level Requirement When a Dataset:

  • is within an ArcGIS environment and
     
  • has intrinsic ArcGIS-format metadata (e.g., metadata populated for a feature layer via ArcGIS metadata editor),

if:

  • its ArcGIS-format metadata has content that's translate-able (export in ArcGIS) to a standalone ISO 19139 XML file that contains ISO 19115 NAP metadata per Level 1 - ISO Core, the Level 1 - ISO Core requirement is considered met, or
     
  • if its ArcGIS-format metadata has content that's translate-able (export in ArcGIS) to a standalone ISO 19139 XML file that contains ISO 19115 NAP metadata per Level 2 - Full, the Level 2 - Full requirement is considered met, or
     
  • if its ArcGIS-format metadata has content that's translate-able (export in ArcGIS) to a standalone FGDC CSDGM XML file that contains FGDC CSDGM metadata per Level 2 - Full, the Level 2 - Full requirement is considered met.

Establishing a Master-Copy Metadata Policy

Each organization needs a clear, consistent, and reliable way to store and track its metadata–with designated place(s) for its master-copy metadata. For example, an organization might store/track its metadata per the following policy.

How To Meet the Metadata Standard's Level 1 - ISO Core Requirement in ArcGIS Online 

This how-to only applies to items that:

  • are not VSDI GIS data layers that are foundational and upon which many other data and products depend,
  • are new, have no metadata, or have metadata that is populated for only some fields,
  • are hosted in ArcGIS Online

Goal

Meet the standard's Level 1 - ISO Core requirement for a non-VSDI item that’s hosted in ArcGIS Online by creating/editing the item’s metadata in ArcGIS Online (using FGDC CSDGM style).

What You Need

  • Metadata enabled for the organization in ArcGIS Online, with metadata style set to FGDC CSDGM (administrator settings)
  • An ArcGIS Online item
  • ArcGIS Online login that has permission to modify the item's details (often means being the item's owner)

There are times when default metadata of an ArcGIS Online item is written and needs to be edited:

  • When an ArcGIS Online item is created as a hosted feature layer by publishing a geodatabase data-object by Share As Web Layer or Share As Table via ArcGIS Pro
  • When an ArcGIS Online item is created by adding an ArcGIS Server map-service layer

Steps

  1. Log into ArcGIS Online with permission to modify item’s details (often item owner).
  2. Go to item’s details page.
  3. Fill the Summary, Description (meets Abstract requirement), and Terms of Use (perhaps a standard disclaimer your organization uses).
    • Some content entered into the item details page automatically goes into the item’s metadata.
  4. Enter field descriptions in the Description
    • The Level 1 - ISO Core requirement is based on the ISO 19115 NAP metadata-format–which doesn’t have a field designated for field descriptions.
    • Rich text and hyperlinks can be entered into the Description as needed to provide users with helpful information. Be aware that rich text doesn’t always remain as presentable when metadata is exported to other formats.
  5. Open the Metadata Editor by clicking the Metadata button.
  6. Fill in Resource/Citation/Titles & Dates/Title to meet the Title requirement.
    • This title isn’t synchronized with the title on the item details page–which can be a more presentable title.
  7. Meet the Dataset Dates requirement by doing the following:
    • publication date: Fill date on which the item is born–publication date–into Resource/Citation/Titles & Dates/Publication Date*. For example, if the item’s first publication is on 2015-01-01 and is modified yearly, its publication date remains 2015-01-01. This date shows as the Published Date in an ArcGIS Hub site (e.g., Vermont Open Geodata Portal).
    • revision date: Consider filling the dataset's revision date (can be date to which the data is current or the date of the last edit/update) in Resource/Citation/Titles & Dates/Revision Date, which shows as the Data Updated date in an ArcGIS Hub site.
    • If the item is a hosted feature layer/table and the revision date is left empty, the Data Updated date in an ArcGIS Hub site automatically updates as the item’s data changes. For example, if an Extract Transform Load (ETL) process re-loads the layer’s data from a feature class, the Data Updated date changes to the date of the re-load.
  8. Go to Resource/Maintenance/Resource Maintenance*/Frequency/Update Frequency*. When not Empty, it shows along with the Data Updated date in an ArcGIS Hub site. If you would like an Update Frequency to show, select a frequency; otherwise, leave the frequency as-is.
    • Although the Update Frequency isn’t a Level 1 - ISO Core requirement, it can be nice to have.
  9. Go to Metadata/Contact/Metadata Contact*/Contact Name. The Level 1 - ISO Core Point of Contact requirement can be met by entering at least one of Individual Name, Organization Name, and Role*.
    • Entering an Organization Name is highly recommended–as it’s directly translate-able to FGDC CSDGM format.
  10. Meet the Topics requirement by going to Resource/Keywords/Topic and selecting at least one Topic Category.
  11. Meet the Geographic Extent requirement by going to Resource/Extent/Resource Extent*/Geographic/Bounding Box and making sure Bounding values (decimal degrees) are suitable.
    • In Vermont, enter a "-" (minus) before longitude values (east and west boundaries); in Vermont, longitude values are negative (e.g., -72.58).
  12. Meet the Metadata Date Stamp requirement by filling the date on which the metadata is last edited (e.g., today’s date) into Metadata/Metadata Date/Metadata Date*. This date shows as the Info Updated date that appears with an item in an ArcGIS Hub site.
  13. Meet the Metadata Language requirement by going to Metadata/Language/Metadata Language and selecting a language.
  14. Meet the Dataset Language requirement by going to Resource/Details/Language/Resource Language and selecting a language.

Notes

  • The Dataset Characterset and Metadata Characterset requirements are automatically met–as their corresponding fields are automatically filled (e.g., utf8).
  • Level 1 - ISO Core has a Spatial Reference System requirement. The ArcGIS Online metadata editor–when using the FGDC CSDGM metadata style–doesn’t have a field for documenting the item’s spatial reference system. However, if a dataset is provided via the REST protocol and its spatial reference can be identified via its REST service properties (i.e., spatial reference is listed as an EPSG code), the Level 1 - ISO Core requirement is considered met.

 

 

How To Meet the Metadata Standard's Level 2 - Full Requirement in ArcGIS Online 

Goal

Meet the standard's Level 2 - Full requirement for an item that’s hosted in ArcGIS Online by creating/editing the item’s metadata in ArcGIS Online (using FGDC CSDGM style).

What You Need

  • Metadata enabled for the organization in ArcGIS Online, with metadata style set to FGDC CSDGM (administrator settings)
  • An ArcGIS Online item
  • ArcGIS Online login that has permission to modify the item's details (often means being the item's owner)

There are times when default metadata of an ArcGIS Online item is written and needs to be edited:

  • When an ArcGIS Online item is created as a hosted feature layer by publishing a geodatabase data-object by Share As Web Layer or Share As Table via ArcGIS Pro
  • When an ArcGIS Online item is created by adding an ArcGIS Server map-service layer

Steps

  1. Log into ArcGIS Online with permission to modify item’s details (often item owner).
  2. Go to item’s details page.
  3. Fill the Summary, Description, and Terms of Use (perhaps a standard disclaimer your organization uses).
    • Some content entered into the item details page automatically goes into the item’s metadata.
    • Rich text and hyperlinks can be entered into the Description as needed to provide users w/ helpful information. Be aware that rich text doesn’t always remain as presentable when metadata is exported to other formats.
  4. Click the Metadata button. The metadata editor opens. Enter metadata by clicking tabs, operating controls, and filling information. Fill at least all required and conditionally-required fields per the FGDC CSDGM standard.
  5. Click Validate to see messages on required information that isn't filled; messages are linked to incomplete fields. Iteratively fill required information and click Validate until all messages are addressed.
  6. Save. Close.
